Everyone in India would probably accept that simply by announcing Clean India ambition and involving celebrities in road shows , Government of India led by respectable Mr. Narendra Modi has done a lot to send the message to every nook and corner of the country that cleanliness in as important as Roti , Kapra and Makan. . Many celebrities, politicians, social workers, media men and professionals have already started work in this direction.
Still we have to do a lot not only to awaken the citizens of the country but also to ensure that proper system is developed to provide toilet, maintenance of toilet and finally cleaning of all roads, streets and picking up of garbage from all houses and throwing them somewhere in outskirt of town and village for further use of the same or burying or burning the garbage to ashes so that it does not become stinking and become cause of various diseases in some corner of the other at a later stage.
For this purpose GOI will have to formulate comprehensive plan and set a body in every part of the country to honestly implement it in true spirit. We have system of municipality or corporation in big towns but we are not sure whether they are doing their job honestly and sincerely or simply indulged in pilferage of money allotted for cleaning and maintenance of roads and streets. It is open secret that 50 to 80 per cent of fund allotted for construction and maintenance of roads and public buildings are lost in bribes and commissions.
In towns and big market areas we have to ensure that at a distance of 50 to 100 meters there is a toilet with 24 hours maintenance system. We can work on strengthening the system of Sulabh Sauchalaya whose promoters are doing mostly well in many parts of the country . We can ask a shopkeeper after a gap of ten to 20 shops to provide a public toilet in front or rear side of his or her building and to compensate this ,GOI can give him some tax relief or direct subsidy. All owners of big houses, big bazars, multi-storey buildings, apartments etc be instructed to have adequate toilet and cleaning system outside their houses and make it available to public.
The most important and easy task will be to make it mandatory for all Road makers (Public Works Departments) to construct toilet after each100 or 200 meters as per density of population in the area where they construct road and the task of maintenance should also be entrusted to them if state government cooperates. If possible and if needed this task may be brought in concurrent list.
WE can make it mandatory for all banks , insurance companies, Public sector undertakings , government offices and departments,schools and colleges, hospitals, post offices and all public utility departments to provide two toilets for male and female and make it available for public use and advice them to ensure its cleanliness. If there is any complain from public , GOI can have some provisions to fix responsibility on negligent officials and persons. It is worthwhile to mention here that in most of such offices , toilets are either dirty or not in use due to some problem or the other. If all these organisations come forward to take the task on their shoulder I think the problem of cleaning India will be solved to a great extent.
Similarly in all villages , GOI or state government can ask all blocks , panchayats heads, Mukhiyas to ensure provision of toilet in adequate quantity in all prominent part of all village and for this they may be given adequate fund or some part of other development funds may be apportioned to this task.
It is undoubtedly true and open secret that position of toilet provided in most of schools , colleges, railway stations, government offices etc is very much pathetic because they do not bother whether the toilet provided is usable or not , clean or not and whether proper water is provided there or not. Even in most of banks , staff assigned the duty of maintaining cleanliness in bank premises are not performing their duty honestly.
Once we start good culture from government offices we can start the work of educating people of India to maintain cleanliness. We can suggest of corporate houses , all professionals, all service men , businessmen , contractors etc who earn more than Rs.50 lac a month to contribute at least 5 per cent of their annual income towards village adoption and cleanliness in all pats of village allotted to them .
Otherwise we can motivate big corporate houses to use their all India network to ensure toilet system at all their offices .Even NRIs who earn attractive packages in foreign countries may be motivated to adopt few village in their areas of choice or suitability. We can ask all sportsperson and film celebrities whose income is considerably good to come forward and honest some villages and ensure overall development of villages.
For all above task , GOI will have to frame clear cut policy and plan to have similarity of task in all corners and for smooth implementation of clean India project uniformly in all pats of the country.
GOI will have to take the help of all in making Clean India Project a real success story. Media men may also keep a eye to project good work done and stop only criticising .There should be provision for surprise checking so that negligent persons may be taken to task.
Making laws and plans is easier but it is difficult to get it executed in true spirit.
