Variety of Corruption


Ministry of Defense is processing and moving on files related to promotion of a senior army officer who has been accused of corruption related to army land deal. This is the latest news of TV channel today.

But I say, such promotions are not new for India. Promotion to corrupt officers and humiliation to devoted and loyal officer is usual culture prevalent in all government departments, public sector undertaking, banks, insurance companies and in all officers, Judiciary, NGOs, schools and colleges and institutes where government is having direct or indirect control on management.

It is the undeniably a bitter truth that the first and foremost task of all Chief Minister of all state or minister or Prime Minister of India or Central Minister or Head of all government offices is to transfer honest officers to remote and thankless departments and bring blind sycophants and perfect Yesmen at all places which are directly under their control.

Even the post of President of India, Governors, Directors of various PSUs and PSBs, candidate for various Parliamentary constituencies and state assemblies are given to those who are master in art of flattery , bribery and making false promises , false portrayal of financials and false future forecasts.

Corruption is not merely bribing or taking bribes. It has many other varieties too. Whimsical transfers and arbitrary promotion to government staff are two most powerful weapons by which one can earn huge illegal money without leaving behind any witness or evidence which can be produced in any court by victim of corrupt system as effective tool to establish charges of corruption against corrupt top ranked officers and ministers.

I doubt present system of legal processes or that of proposed Lokpal can trap and punish those officers and politicians who are playing their dirty games behind the scene and without leaving any proof of their ill motivated decisions and without any proof for their misdeeds .

Most of corrupt dealings take place through verbal instructions or in close door meetings or through telephonic talks. None of wise and mature officials or politicians who is holding powerful post ever trying to demand bribe directly. All corrupt persons sitting at top posts are having some flatterers and blind supporters who can earn bribe and share the same with seniors and with their bosses.

Can Team India devise any effective bill to deal with above mentioned dimension of Corruption?
