Mr. D Mittal Finance Secretary used to send one after other guidelines to banker to cure the sickness of state run banks when he was working under the leadership of Sri Pranab Mukherjee. As soon as Mr. P Chidambaram joined as finance Minister of India, the entire talent of Mr. Mittal was shut in an Iron Cage. Now mouth of Mr. Mittal has been shut and bankers have been given full comfort to do whatever they like , to manipulate whatever they like and to play with bank’s money in their way but to serve the political interest of the ruling party .This happens usually in all the department as soon as the head of the department changes. The attitude, culture, honesty and performance quality all are decided as per the whims of the boss. Flattery is the key to success in all offices, in politics and in society.
Similarly Mr. K C Chakravorty, Deputy Governor RBI used to rebuke banker frequently on their bad habits to improve the health of banks on almost all occasions he used to meet or address bankers. But when the attitude of Mr. G Suba Rao RBI Governor changed towards Mr. Chakravorty on some issues like CRR, the intensity, the language, the firing style of Mr. Chakravorty has seen a sea change. After all, his career, his image and his all benefits depends on the whims of his boss. Obviously he has to change his style of working as per the whims of his boss, willingly or unwillingly.
If a Chief Executive officer of a bank wants to sanction a loan of one hundred crore of rupees to a ill motivated business house after taking a good amount of bribe in cash or kin kind , he will simply make a phone call to his Executive Director for the same, who will in turn inform a team of General Manager to prevail upon the Regional Heads of various banks to arrange early sanction and finally after getting a similar call from his boss the branch head will prepare the favourable proposal overnight with the help of corrupt team of , credit officials ,Chartered Accountants , valuers, financial analysts and rating agencies and submit the proposal to higher authority for sanction. Paper concerning such type of so called high profile business men will escalate to top office in the shortest possible time period . Finally in the presence of top CEO, entire team of Management Committee for approval of credit will approve the sanction of loan so that they may remain in good book of their Boss. Such type of blind and mad rush to obey the written or verbal orders of boss is the root cause of rising volume of bad assets in all banks. Bankers may blame nature or global recession but the truth behind erosion in quality of assets lies elsewhere.
That is why I usually say that attitude, culture, character, devotion, sincerity, honesty, performance quality of all subordinate depends on that of his or her boss. If a tough, honest, active and effective Superintendent of Police joins a district, it is found that all criminals of the district either go in hibernation or migrate to neighboring district. When Lalu was Chief Minister of Bihar, the state was famous for kidnapping and extortion of money. When Mayawati was CM of Uttar Pradesh, every top officer had to donate ill earned money to Mayawati. When Madhu Koda was CM of Jharkhand, all IAS officers were bound to act as per whims of Koda only if they desired to survive in the system. On the contrary when Nitish came to Power in Bihar, all kidnappers left Bihar and migrated to some other states. When TN Sheshan became election Commissioner or when Vinod Roy became CAG, the work culture changed in the departments they headed. In the same way, work culture changes in all office as soon as the head of the office changes. The definition and perception of a good officer and that of bad officer changes as per the attitude and inclination of the boss under whose dictate, the team of workers have to function.
If a business house like that of Manoj Jaiswal belonging to Abhijit Group has to acquire a mines or get sanction of loan of thousands of crores of rupees from banks or acquire land at nominal cost for any industrial or real estate project, he will first develop liasoning and create good relation with top ranked officers of the concerned government departments, top officers of banks, top officers of department of various ministries , top media men and finally effective ministers and powerful persons of various political parties . He will first apply his quality of a good spokesman and that of good relationship manager. He will arrange many tea party meeting, dinner meeting and arrange lunch parties in five star hotels for top dignitaries. He will attend various anniversaries like birth day, wedding day, foundation day, renovation day etc and offer diamond gifts to all honourable dignitaries. He will oblige powerful persons by inviting them on various functions. And so on.
After all these concocted stage acts are successfully played by such ill motivated businessman, he will face no problem in acquiring land, in getting loan sanction or in getting license or in subsidy from government or in getting interest and tax concessions . All what he wants will be available to him as soon as he makes a simple telephonic request to any of powerful dignitaries who can play an effective role in the success of accomplishment of the desired loot from the government department.
If a General Manager of a public sector bank desires to be promoted to the post of Executive Director or Managing Director of a bank, he or she to develop good relationship with officials of RBI and that of Minster’s secretariat. He will pick some middlemen who can arrange meeting with Ministers. He will gift such top dignitaries on key occasions. He will invite them to Chair various small or big functions willfully organized to honour such dignitaries. Everyone knows how CEOs of various banks rushes to the constituencies of Finance Minister to open new branches, to open new ATM and finally who liberally sanctions loans t inhabitants of the constituency to win the heart of the Minister. All at the cost of the organization he or she belongs to.
That is why it is always said and it is well accepted and admitted by all wise people that success of a person depends on his expertise in telling a lie to please his or her boss. Success does not depend on the quality and quantity of performance of a person. Success depends of the adaptability quality of a person who can change his attitude as per like and dislike of his boss. Success lies not in the hands of those performers who always think for the interest of the organization and for the development of the country , but success lies in the hands of only those workers who do and die for the welfare of the boss under whom he or she works.
